Statement of the National Treatment Purchase Fund in relation to CHI internal investigation.

The National Treatment Purchase Fund (NTPF) is deeply concerned to read reports this morning of a CHI internal investigation alleging issues around payments made to a CHI hospital by the NTPF for insourcing treatment for public patients.  For clarity, the NTPF only pays hospitals directly for insourcing work.  Payments are never made by the NTPF to any individual consultants. 

Insourcing is an initiative which utilises spare capacity in public hospitals over and above core hospital activity in order to get public patients treated faster.  This typically involves evening or weekend work and the use of additional theatre capacity.  All governance for insourcing remains with the treating hospital, based on specific treatment plans where a need is identified and a solution available.  All work is approved at the appropriate senior level.

The NTPF is liaising closely with the Department of Health, the HSE and the CHI on this matter.
